The committee, chaired by retired High Court Judge A.N.J. de Alwis, was appointed by the President Ranil Wickramasinghe in June 2024. Its report was submitted to the President in September 2024. Other committee members included SLAS Officer K.N.K. Somaratne and Senior Attorney W.M.A.N. Nishane. The committee’s mandate involved assessing whether sufficient actions were taken by the State Intelligence Service (SIS), the Chief of National Intelligence (CNI), and other relevant authorities based on prior intelligence and evaluating the adequacy of those measures.
In revealing the report, Gammanpila primarily criticized President Anura Kumara Dissanayake for appointing retired Senior Deputy Inspector General Ravi Seneviratne as Secretary to the Ministry of Public Defense. Seneviratne, who was the Director of the Criminal Investigation Department (CID) during the Easter Sunday attacks, has been accused of being aware of the perpetrators and, despite prior warnings, failing to prevent the attacks. The report highlighted that the CID, under Seneviratne’s leadership, did not effectively carry out its responsibilities to avert the tragedy.
The committee recommended that Seneviratne be prosecuted for negligence under relevant provisions of the Penal Code.
Gammanpila further pledged to expose the findings of the committee chaired by retired Supreme Court Judge S.I. Imam, which investigated the “Channel-4” allegations regarding the Easter attacks, on October 28.
